Dr. Jamshed Uppal from the Busch School of Business presented his research, "Governance Factors in the Performance of Independent Power Producers", on the second day of the Eighteenth Annual Conference on the Management of the Pakistan Economy at the Lahore School of Economics. His study highlighted how Independent Power Projects (IPPs), crucial for power generation globally, have shown uneven results across countries due to varying governance and regulatory environments. While the Hub Power Project and the 1994 Private Power Policy initially marked significant progress in Pakistan, later corruption scandals and contract disputes raised concerns about fairness and effectiveness. Drawing on data from 50 countries (2017–2019) and the Worldwide Governance Indicators (WGI), Dr. Uppal's analysis found that governance dimensions, such as regulatory quality, rule of law, and control of corruption, have a significant impact on IPP performance in terms of access, pricing, and efficiency. His findings stress the need for stronger regulatory frameworks to harness private investment effectively in the energy sector.

Using a hybrid new Keynesian Phillips curve, the paper finds that both backward- and forward-looking expectations significantly influence actual inflation; unusually, forward-looking expectations in Pakistan are almost as impactful as backwards-looking ones. The findings emphasize the need for a structured monetary policy framework, such as inflation targeting, to anchor expectations better and improve policy effectiveness.

Dr. Mathew McCartney from the African Urban Lab, African School of Economics, presented his paper "Pakistan: The Missing Macroeconomics of Urbanization" at the 18th Annual Conference on the Management of Pakistan Economy at Lahore School of Economics. He highlighted that while global urban populations are projected to rise significantly, especially in the global south, Pakistan is urbanizing at a slower-than-expected rate for a middle-income country. This sluggish urbanization contrasts with historical patterns where urban growth and economic development go hand in hand, as seen in countries like China. McCartney pointed out that in Africa, urbanization has decoupled from industrialization, leading to poorly planned cities plagued by disease, crime, and congestion. Similarly, in Pakistan, slow urbanization hampers structural transformation, productivity, innovation, and employment growth, making it a pressing macroeconomic issue.

At the Eighteenth Annual Conference on Management of Pakistan Economy at the Lahore School of Economics, Usman Khan from Revenue Mobilization, Investment, and Trade (REMIT) presented his co-authored paper, "Revamping Pakistan's Export Development Fund (EDF)." The paper highlights critical structural issues in Pakistan’s export sector, such as low diversification, limited value addition, high compliance costs, and governance inefficiencies. Although the EDF was designed to address these challenges, it has fallen short as an effective tool for fostering export growth. The paper proposes a comprehensive reform strategy to reposition the EDF as a dynamic driver of export-led growth, particularly in light of recent regulatory changes expected to significantly increase its funding. Key recommendations include strengthening governance, transparency, and institutional capacity, reforming the board structure, and depoliticizing decision-making. It also outlines operational improvements to modernize fund management and support innovative projects, aiming to transform the EDF into a performance-focused catalyst for economic advancement.
